Job Title: Procurement Specialist
role: contractor
Business Area Overview:
The position will be responsible for Control and Compliance Management in Procurement, and take sourcing roles for category of Project Management, Localization, Content and Data Management etc which to meet 99% category card coverage.
Role:
- Analyzing ……X…… Work on monthly Procurement report, compliance report and spending Analysis. Generate reporting for Control and Compliance review and support data analysis for QBR
- Co-ordinating……X…… Coordinating with C&C, BC / AP, BGs and other Procurement management for monitoring compliance issues, Communicate for issues, track for result. Work with SmartBuy for any sourcing request under the delegated categories
- Collaberation with……X…… Collaborate with BG and C&C to conduct quarterly self audit, define the scope, process, quarterly check for non-compliance issues and work with Procurement Manager and C&C for any follow up actions.
- Business support for…X……. Work with SB to conduct bidding under the delegated categories, handle BC escalation, management of vendor performance issue
Responsibilities:
1. Control and Compliance
a) Develop self audit scope and procedure in spend management
b) Conduct quarterly self audit
c) Develop self audit report
d) Publish quarterly self audit report
e) Assist Finance to track non-compliance of ATFs and Split POs
f) Quarterly check on High Risk New Vendor AC vetting status and compliance
2. Contract Compliance
a) Review the contract / SOW which need to sign
b) Track contract compliance which POs are over 150k
c) Managing contract compliance for all preferred vendors
3. Sourcing
a) Manage categories to achieve 99% category card coverage (beyond 95% target in global commitments for category coverage)
i. Identify preferred vendor list
ii. Review new vendor adding
b) Conduct competitive bidding under those categories
c) Handle BC escalation under those categories
d) The categories including Project Management, Localization, Web Dev, Contents, Data Management, etc.
Education and Qualifications:
- Degree in bachelor, Finance or Procurement or equivalent experience in multinational companies
Experience Level:
- Minimum 5 years of working experience with multinational companies
- Prefer: The experiences in 4A auditing firms which have audit experiences and / or Strong experiences on compliance management in Procurement
Skills, Knowledge and Abilities:
- Knowledge of Indirect Procurement, Finance and Compliance management
- Self driven.
- Strong English and Chinese interaction communication.
