Job Title: Procurement Specialist

This position is to facilitate the communications between Global Procurement group and 1) China outsourcing related parties such as SPG(Strategy Partnership Group), OSD (Online Services Division ), ATC (Advanced Technology Center),MSRA(Microsoft Research , Asia ) ,S&T ( Server and tools ) ,MBD(Microsoft Business Division ) etc. 2) Microsoft China business management such as Procurement, LCA, Finance, BGs and SMSG. 3) China software outsourcing vendors. 4) GPG US based peers
This will include contract management, being an interface with vendors. This position will focus specifically on helping build an efficient vendor management process/model to align with corporate standards for vendors that ensures best in class procurement methodology is employed. Build up strong relationship with key stakeholders .
Key Responsibilities:
The key responsibilities include:
- Managing contract, schedules and new vendor account setup. This will include facilitate LCA attorney to ensure contracts are signed and delivered in required procedure, get SOW in place, coordinate on new vendor account setup, follow up issues on account setup audit (such as piracy issues), and document the backup copies of these legal contracts.
- Capturing market intelligence. This will include the vendors’ cost structure, outsourcing market salary, outsourcing service market trend, and vendors’ project information. To get more intelligence, the person need to have market research ability/data analysis experience and may also need to facilitate the RFI (Request For Information) and RFP (Request for Proposal). Working with relevant parties to get the information is also an important part.
- Category opportunities analysis including category management of Application Development and Outsourcing testing , worked preferred vendor list, check for new vendor adding in the categories, track for compliance and vendor performance.
- Responsible for spending analysis under the assigned categories, research spending needs and vendor capabilities.
- Responsible for vendor management and drive improvement
- Stakeholder relationship maintenance
- Being an interface of the outsourcing vendors.
Education and Qualifications:
- Degree in bachelor, indirect procurement or equivalent experience in multinational companies
Experience Level:
- Minimum 3 years of experience in the Indirect Procurement
- Minimum 5 years of working experience with multinational companies
Professional Training and Certification:
- Expert knowledge in one or more of the follow areas:
- Project Management
- Data Management
Skills, Knowledge and Abilities:
- Skilled at Supply Chain Management
- Knowledge of Indirect Procurement, vendor selections
- Self driven, aggressive and out-going
- Good English and Chinese communication.
